International Parliamentary Scholarship Africa (IPSA) 2027 in Germany – Fully Funded
Applications are now open for the International Parliamentary Scholarship Africa (IPSA) 2027, a fully funded programme hosted by the German Bundestag. This opportunity is designed for young African graduates who are interested in politics, governance, and democracy, offering hands-on experience in the German Parliament.
The IPSA programme provides participants with direct exposure to parliamentary work in Germany. It combines academic learning with practical experience, allowing selected candidates to understand how democratic institutions function.
The programme will run from January 4 to February 2, 2027, in Berlin, Germany.
Programme Benefits
Selected participants will receive full financial support, including:
- Monthly stipend of €700
- Round-trip flight to Germany
- Free accommodation in Berlin
- Health, accident, and liability insurance

Programme Structure
The scholarship includes:

Eligibility Requirements
To qualify, applicants must:
- Be under 30 years old by January 1, 2027
- Hold a completed university degree
- Show strong interest in politics and governance
- Have German language proficiency (minimum B2 level)
