HALG Ward Consultants Application Form for NPHCDA Nationwide Data Collection

Heartland Alliance LTD/GTE (HALG), in collaboration with the National Primary Health Care Development Agency (NPHCDA), has opened applications for Ward Level Consultants (Data Collection Officers) across all states in Nigeria.

This recruitment is part of the NPHCDA IE and Workthrough Microplanning Exercise, a nationwide health data enumeration project aimed at strengthening primary healthcare planning and service delivery at the ward level.

Heartland Alliance LTD/GTE is a non-governmental organisation focused on advancing health equity, human rights, and social justice for vulnerable populations in Nigeria.

National Primary Health Care Development Agency (NPHCDA)

NPHCDA is a federal government agency responsible for coordinating, strengthening, and improving primary healthcare services across Nigeria.

Both organisations are working to support a national health planning initiative that will improve access to healthcare services, especially in underserved communities.

Project Overview: NPHCDA IE and Workthrough Microplanning Exercise

This project involves nationwide enumeration and data collection to support:

• Improved health planning and implementation
• Better allocation of healthcare resources
• Stronger monitoring and evaluation of health programmes
• Increased access to essential health services at the community level

Data collected during this exercise will directly inform primary healthcare decisions across Nigeria.

Position Details

• Position title: Ward Level Consultant (Data Collection Officer)
• Engagement type: Short-term consultancy
• Deployment location: Ward level across all states in Nigeria
• Project: NPHCDA IE and Workthrough Microplanning Exercise

Selected consultants will be expected to:

• Conduct accurate data collection within assigned wards
• Follow approved data collection protocols and guidelines
• Engage community members, leaders, and health workers respectfully
• Ensure completeness, accuracy, and integrity of collected data
• Use assigned data collection tools correctly
• Submit reports promptly to supervisors
• Maintain confidentiality of all information collected
• Participate in all required training and orientation sessions

Qualifications and Requirements

Educational Qualification

Applicants must possess at least one of the following:

• Ordinary National Diploma (OND)
• National Certificate in Education (NCE)
• Higher National Diploma (HND)
• Bachelor’s Degree

Relevant fields include Public Health, Social Sciences, Statistics, Demography, Community Development, or related disciplines.

Experience and Skills

• Prior experience in data collection, surveys, or enumeration is an advantage
• Strong communication and interpersonal skills
• Attention to detail and accuracy in data recording
• Ability to work independently with minimal supervision
• Basic proficiency with mobile data tools such as KoboToolbox is preferred

Local Knowledge Requirement

• Applicants must reside in, or be very familiar with, the ward they are applying to serve
• Selection will prioritise candidates with strong local knowledge
