Apply for UNESCO-UNEVOC TVET Leadership Programme (TLP) 2026 for Mid- to Senior-Level TVET Leaders
Applications are now open for the 2026 UNESCO-UNEVOC TVET Leadership Programme (TLP). This flagship global leadership programme is designed to strengthen the capacity of mid- to senior-level TVET leaders to drive institutional and systems-level transformation.
The 2026 edition is part of the initiative “Towards a Global TVET Agenda”, funded by the German Federal Ministry for Education, Family Affairs, Senior Citizens, Women and Youth (BMBFSFJ) through the German Federal Institute for Vocational Education and Training (BIBB). The programme aims to strengthen global cooperation, policy learning, and leadership capacity development in TVET.
Programme Theme
“Leading systems change in TVET”
The programme modules aim to:

Strengthen leadership capacity at the institutional level across the core dimensions of effective TVET leadership: Vision for Change, Knowledge for Change, Skills for Change, and Action for Change

Enhance the relevance, inclusiveness, and sustainability of TVET institutions, focusing on digital transformation, greening TVET, and equity-oriented practices

Support the translation of policy into practice through the development and implementation of institutional action plans
-
Activate and expand the UNEVOC TVET leadership community of practice, fostering peer learning and collaboration across regions

Participants in the TLP 2026 will:

Strengthen strategic, instructional, people-centred, collaborative, and adaptive leadership competencies

Develop a results-oriented action plan for change

Gain exposure to global TVET agendas and international good practices

Join a global network of TVET leaders for continued learning and collaboration

Receive a Certificate of Completion from UNESCO-UNEVOC
Participation fees are not charged. Limited financial support may be available for in-person components based on selection criteria. Applicants should indicate any financial support needed during the application process.
Eligibility Criteria
The programme targets mid- to senior-level TVET professionals committed to becoming change agents, including those involved in:

Leadership and management of TVET, skills, or employment systems or institutions

Policy framing or implementation
-
Monitoring, evaluation, and quality assurance

Networking and partnership management
Applicants must meet the following requirements:

Minimum of 5 years of professional experience in TVET, skills, or employment systems or institutions

Proficient in written and spoken English
-
Interest and ability to drive change in TVET or related sectors
-
Commitment to actively participate in the programme, including developing an action plan for change
-
Institutional support to participate and implement follow-up actions
Note: Shortlisted candidates may need to provide confirmation of institutional endorsement.

UNESCO‑UNEVOC encourages applications from women and candidates from under-represented, conflict-affected, or resource-constrained contexts. Participation is competitive; only shortlisted candidates will be contacted.
